Objective of Ishan Uday Scholarship:
The objectives of the Ishan Uday Scholarship Scheme for North Eastern Region are:
- Promoting equal opportunities for higher education in the NE Region.
- Increasing the Gross Enrollment Ratio (GER) in the NE Region.
- Focusing on professional education in the NE Region.
- Maximizing the utilization of the budget allocated for the NER.
The scheme aims to provide ten thousand (10,000) fresh scholarships annually starting from the academic year 2014-15. These scholarships cover general degree courses, technical and professional courses, as well as medical and para-medical courses.
Eligibility Criteria:
- Educational Institutes: Students must have passed Class XII or equivalent examination from a school located within the North Eastern Region (NER) through any recognized Board of Education. Admission should be secured in general degree courses, technical and professional courses, including medical and paramedical courses, in recognized Universities/Colleges/Institutions. This includes:
- Institutes under Section 2(f) and 12(B) of the UGC Act.
- Deemed to be Universities under Section 3 of the UGC Act eligible for UGC grants.
- State/ Central Government-funded Universities/Institutions/Colleges.
- Institutes of National Importance, and institutions recognized by other statutory councils within as well as outside.
- Class: Only first-year undergraduate students are eligible to apply.
- Course: The scholarship is applicable for the complete duration of integrated degree courses. For dual degree courses, it is applicable for the first degree only, as recommended by the university.
- Family Income: The total annual income of the student's parents should not exceed Rs. 4.5 lakh.
- Reservation: Transgender candidates are eligible for the scheme, and reservation policies will be followed as per the Government of India norms.
- Exclusions: The following are not eligible for this scheme:
- Students enrolled in courses/programs through Open Universities.
- Students already receiving scholarships under any other scheme for pursuing undergraduate programs.
- Students admitted through the "management quota."
- Students pursuing courses such as diploma programs that do not lead to a degree.
- Students whose parents' income exceeds Rs. 4.5 lakh per annum.

Selection Process:
The selection process for the Ishan Uday Scholarship Scheme is based on the following factors:
- A total of 10,000 fresh scholarships are awarded annually.
- Distribution of scholarship slots among the states of the North Eastern Region (NER) is based on the population census data.
- If there are vacant slots in a particular state due to a lack of eligible candidates, those slots will be distributed equally among the other states.
- Reservation for Persons with Disability (PwD) will be implemented as per the norms of the Government of India.

- Click on the Online Application Form link, a new webpage will open.
- Click on the "New Registration" link.
- Enter your details as required in the portal and register yourself.
- After registration, enter all the necessary credentials and upload the required documents in the portal.
- Finally, click on "Submit" and take a printout of your submitted application.
The following documents must be uploaded during the application process on the National Scholarship Portal:
- Domicile certificate issued by the competent authority.
- Proof of annual income issued by the competent authority.
- For renewals, the annual progress report and continuation of studies will be required to be uploaded/verified by the concerned University/Institution/College.
